The Putnam County Board of Elections is a bipartisan office responsible for the execution of the electoral process and enforcement of all rules relating to the elective franchise. Through faithful implementation of New York State Election Law, the Board works to maintain confidence in the political process of the County.Â
As of on or about April 1, 2025, Â the USPS product known as âUSPS PRIORITY EXPRESS NEXT DAYâ no longer exists. It has been replaced by âPriority Mail Express 1-3 Day.â Â âPriority Mail Express 1-3 Day,â will not in all instances qualify as âovernight mail.â
Election Law 6-154 (3) (b)  provides that specifications of objections must be served on the relevant candidate(s) before filing same with the board of elections. This service on the candidate(s) must occur either by: (i) personal delivery or (ii)  by sending  via âovernight mailâ (or its Election Law 1-106 âovernightâ equivalents).
âPriority Mail Express 1-3 Dayâ only meets the âovernight mailâ requirement for service on the relevant candidate(s) when the estimated day of delivery stated by the USPS is the next day after the date of mailing.
Please note that FedEx âOvernightâ and United Parcel Service (UPS) âNext Dayâ products that provide for next day delivery, remain sufficient.
Provided the anticipated date of delivery of the specifications of objections is the next day, the objector meets their obligation to âmail[] by overnight mail a duplicate copy of the specificationâŚâ
The NYSBOE Guidance related to Specifications of Objections dated 4.17.2023 is superseded to the extent it is inconsistent with this Guidance, and a conforming version of the prior comprehensive guidance document will be issued.

A completed form must be received by the Board of Elections no later than 10 days prior to an election in order to be eligible to vote.
You must be a resident of Putnam County at least 30 days before an election.
A change of enrollment received by the Board of Elections not later than February 14th or after the seventh day after the June Primary is effective immediately.
Any change of enrollment made between February 15th and seven days after the June Primary will be effective the seventh day after the June Primary.
The right to vote is one of our nation’s oldest and most important entitlements, and with this right comes responsibility. Free and open elections are the basis on which this country was formed and you can make a difference by becoming a poll worker to help protect those freedoms.
New York is experiencing a critical shortage of poll workers. This has resulted in a significant need for poll workers who are willing and able to assist with the administration of in-person voting.
